Free Online Health Literacy Course
Understanding the complex world of medical care is often a daunting challenge. The Health Resources and Services Administration is hosting free online health literacy training. The training, Unified Health Communication (UHC): Addressing Health Literacy, Cultural Competency, and Limited English Proficiency is free, on-line, go-at-your-own-pace training that has helped more than 4,000 health care professionals and students improve patient-provider communication.Take the course any time, night or day, to improve your ability to communicate with patients and overcome barriers that can keep patients from taking their medications according to your instructions, going to the emergency room when they would be better served in primary care or otherwise preventing them from getting the full benefit of the quality care you provide.Medically underserved patients may have particular difficulty communicating with their health care providers. If you treat patients who are low income, uninsured, and/or whose English proficiency is low, Unified Health Communication can help you:
1. Acknowledge cultural diversity and deal sensitively with cultural differences that affect the way patients navigate the health care system,
2. Address low health literacy and bridge knowledge gaps that can prevent patients from  adhering to prevention and treatment protocols, and
3. Accommodate low English proficiency and effectively use tools that don’t rely on the written or spoken word.

RFP: Sustainable Communities Planning Grant and Incentive Program 2011

The program has released the Round II Sustainable Communities Planning Grant Request for Proposals (RFP) funded through the Safe Drinking Water, Water Quality and Supply, Flood Control, River and Coastal Protection Act of 2006 (Proposition 84). ($18 million). The funds awarded will support development, adoption, and implementation of Sustainable Community planning elements throughout the State, including, but not limited to, Climate Action Plans and General Plan amendments. The grants awarded from this solicitation will cover up to a three-year project period.  Grant requests for amounts from $100,000 to $1,000,000 will be considered.

Important New Insurance Resource for Children Without Coverage
Children ages birth to 19 years who DO NOT quality for Medi-Cal or Healthy Families, can apply to KPCHP.  The child must be 18 years or younger and does not have health coverage or will lose health coverage within 90 days of the KPCHP application (including any government or employer-sponsored coverage).  Family income must be less than 300% of the FIG.  The child must live in a Kaiser Permanente service area.   Please refer to the Frequently Asked Questions and KPCHP Membership Coverage Information for details about KPCHP.

El Cajon Police Station Dedication
Saturday, November 12th, from 10:00 a.m. to 2:00 p.m. at 100 Civic Center Way in downtown El Cajon will be the official dedication celebration of the new El Cajon Police Station. Visitors will see law enforcement displays, including SWAT and other specialized police units located in the parking lot, and tours will be given of the new high-tech facility. The Granite Hills High School Choir will be singing the National Anthem during the dedication ceremony scheduled for 10:00 a.m.  Everyone is welcome to join in this special day celebration!

East County Citizens Academy
Tuesday, October 25, 2011 from 9:00 a.m. to 4:30 p.m. at the Sheriff's Alpine Station (2751 Alpine Boulevard, Alpine), get a free tour of the Sheriff's Alpine Station and its 911 center. Learn about the Sheriff's Bomb/Arson Unit, Border Suppression Team, Crime Analysis and its role in solving crimes to keep you safe. 10th Annual Kids Care Fest
Saturday September 24th, 2011 from 9:00 am - 2:00 pm at Briercrest Park & Grossmont Healthcare District (9001 Wakarusa Street, La Mesa, 91942). Kids Care Fest is a fun and free interactive family event sponsored by Grossmont Healthcare District, La Mesa Park & Recreation Foundation and the City of La Mesa. There will be more than 50 exhibits designed for families with children to receive free health screenings from healthcare professionals and free medical information from pediatricians, a pharmacist and a dermatologist. Environmental Protection Agency Announces Sub-Grant Program
The U.S. Environmental Protection Agency (EPA) is announcing the availability of $1.5 million in grant funding for the Environmental Education Sub-grants Program for 2011. The purpose of this competitive grant program is to increase environmental awareness and stewardship. This funding will provide participants in EE grant-funded projects with the skills necessary to make informed environmental decisions and take responsible actions toward the environment.  EPA
expects to award one (1) grant for approximately $150,000 in each of EPA’s ten (10) Regions and will accept applications until November 8, 2011.

SANDAG Funding for Transportation for Selected Vulnerable Populations
The San Diego Association of Governments (SANDAG) invites programs providing transportation services for low income, reverse commuters, and persons with disabilities to apply for funding under the New Freedom and Job Access and Reverse Commute (JARC) programs. There is grant funding available for the JARC and New Freedom programs, totaling approximately $1.8 million and $900,000 respectively, to fund projects in the San Diego urbanized area. Matching funds are required for all grants, however the percentage of matching funds required varies with the type of grant requested. SANDAG may award grants to local government agencies, tribal governments, social service agencies, private and public operators of public transportation, and nonprofit organizations. Volunteers Seek Meaningful Work Experience: Check out This WIN/WIN Opportunity!
Southwestern College campus in National City offers a Microenterprise Family Childcare Training Program for low-to-middle income individuals to learn how to set up their own home-based licensed childcare businesses.  As a requirement of the program, participants committed to volunteer 20 hours of community service (maximum 10 hours at one organization's department). All participants speak Spanish, and only a handful are also proficient in English.  They are adults, the majority are women, and range in age from their 20' to 60's.  Their goal is to open their own home-based childcare business, so volunteer work related to this (childcare, helping in classrooms, etc.) would especially be favorable, but is not a requirement.  The type of volunteer work that we would especially encourage would involve helping at community events (fundraisers, fairs, etc.) and other work involving interaction with people.  Cleaning facilities is not the kind of volunteer work we are seeking. Replacement Benefits for Food Spoiled During the Blackout
Hope you all survived the Great Blackout of 2011! See below for details on how existing CalFresh recipients can get replacement benefits for food that spoiled during the blackout. The only food that was likely destroyed would be perishable items.  CalFresh recipients can receive replacement benefits for the amount of food that was ruined.  According to USDA guidelines, Generally, food in a refrigerator is safe as long as the power is out no more than a few hours and as long as the temperature does not exceed 40°F for more than two (2) hours" -- because the power was out much longer than 2 hours, the food is not likely to be safe.)

 In order to receive the replacement benefits they must:
1. File their request orally or in writing within 10 days of the event. They have until Sept 19th if their claim is from the Sept 8 power outage.
2. Contact ACCESS by phone 1-(866) 262-9881or pubassist.hhsa@sdcounty.ca.gov.  People can also go to the County's CalFresh office or mail in their request.
3. Fill out form DFA 303, the "replacement affidavit" (english or spanish) The form is available at the County office, or can requested by contacting ACCESS.
The regulations state that HHSA has 10 days to process these requests, but please ask recipients to be patient while they wait for their replacement benefits to be processed. Please see the County's CalFresh Program Guide for details on the regulations.

REMEMBERING 9-11
El Cajon Valley High School Remembrance Display
Friday, September 9th, 3:00 to 8:00 p.m.; Saturday, September 10th, 10:00 a.m. to 8:00 p.m.; and Sunday, September 11th, 10:00 a.m. to 5:00 p.m. Mr. John Barnes, a history teacher at El Cajon Valley, will have a large exhibit on display in remembrance of the events of September 11, 2001,. The collection has grown to include pieces from events leading up to the 9-11 attacks.  As former students began returning from their military deployments, they also donated items to the exhibit. The collection currently has over 1,200 items from 30 countries, and is organized into an annual exhibit at the school auditorium, called "September 11th and the War on Terror."  It includes medals, artifacts, letters, photographs, books, magazines, documents, uniforms, models, autographs, films and more. The exhibit and presentation are FREE and open to the public. There will be a formal presentation on September 11th, with special guest speakers, from 5:30 to 8:30 p.m. at the El Cajon Valley High School gymnasium.

Grossmont College Students Will Plant Olive Tree in Remembrance of 9-11
Friday, September 9, 2011 between 10:00am and 6:00pm, Grossmont College Students will plant an olive tree on the El Cajon Campus to mark the 10th anniversary of the September 11, 2001, terrorist attacks. The planting will be on a lawn area adjacent to building #53. On Thursday, September 8th, between 10:00 a.m. and 6:00 p.m., students will have the opportunity to write their thoughts and feelings on small cards and then tie the cards with string to the branches of the olive tree, which, prior to planting, will be located between building #55 and the Learning Resource Technology Center. Grossmont College's  9/11 memorial activities are being planned by the Grossmont College Student Affairs Office and the Associated Students of Grossmont College, Inc.

East County Crisis Program Seeks More Volunteers - T.I.P.
Trauma Intervention Programs (TIP) of San Diego County, Inc., is a non-profit organization that partners with emergency responders to assist citizens in crisis following a personal tragedy, such as the sudden death of a loved one.  TIP is currently seeking volunteers to respond to the East County and National City areas to offer support services to residents.  Volunteers are called to the scene by police, fire, and sheriff and are trained to help fellow citizens who are in distress as a result of a traumatic event.  Volunteers respond within their community.  The first few hours after a traumatic event has occurred are very confusing for everyone involved and the TIP volunteers are trained to provide the necessary emotional first aid and other temporary support until the persons involved in the crisis are able to depend on family, friends, and others. TIP is holding a volunteer training academy in La Mesa beginning October 13th.  The academy costs $45 person and is a 50-hour training on week nights and weekends.  No prior experience is necessary.  Interested citizens must be at least 16 years of age and have automobile transportation, insurance, and a cell phone.  We are looking for adults and teens that are available for either day or night shifts.  For a complete schedule of training times and further information regarding volunteer requirements, call the TIP office at (760) 931-2104, or see their website: www.tipsandiego.org.

The Social Services Transportation Advisory Council is an advisory group to SANDAG consisting of 17 members representing social service agencies, individuals, transportation providers and the Consolidated Transportation Services Agency.  The California Public Utilities Code requires SSTAC hold at least one Public Meeting each year for the purpose of soliciting input on transportation needs from seniors, persons with disabilities and persons with limited means. Members of the public are invited to provide testimony at the upcoming SSTAC meeting which will be held in the SANDAG offices in Downtown San Diego, or via video conference from the office of North County Transit District in Oceanside.

    4. Must not have an overdue Comcast bill or un-returned equipment

A 30-day public review and comment period is required for the County of San Diego, Behavioral Health Services to submit applications for the State-administered Mental Health Services Act (MHSA) Housing Program. This public review pertains to the specific proposed housing development to provide permanent supportive housing for the County’s mental health clients.
Comment on the proposed development attached must be received by the County by September 10, 2011, to be considered for inclusion in the County’s final analysis and certification of the application to the State. Help SAMHSA Define Recovery
Over the past year, SAMHSA—as part of its Recovery Support Strategic Initiative—has worked with the behavioral health field to develop a working definition of recovery that captures the essential, common experiences of those recovering from mental and substance use disorders, along with 10 guiding principles that support recovery. Please review the working definition and associated concepts below:
Recovery From Mental and Substance Use Disorders: A process of change through which individuals work to improve their own health and well-being, live a self-directed life, and strive to achieve their full potential.
Guiding Principles of Recovery:
* Recovery is person-driven.
* Recovery occurs via many pathways.
* Recovery is holistic.
* Recovery is supported by peers and allies.
* Recovery is supported through relationships and social networks.
* Recovery is culturally based and influenced.
* Recovery is supported by addressing trauma.
* Recovery involves individual, family, and community strengths and responsibility.
* Recovery is based on respect.
